Resolving Contested Draft Picks

Commissioner's Team (Gotham City) not eligible for random drawing win until 8 players are placed on teams.

We resolve in order of the count of teams selecting a player - starting with the ones picked most often.

Tommy Hanson – was selected by 13 Teams

The primary tiebreaker is the amount of cap room left - but at the start we tend to blow through all the tiebreakers until the last two.  The next to last thing to check is the draft rank (teams that didn't rank go to the bottom).  Brinkley was the only team to rank him #1, so that's where he goes.

Two players were selected by 12 teams.  When the same number of teams are involved, we go by decreasing order of salary.

Matt Wieters (Salary 644)

Two teams with all their cap left had him ranked #2, so we go all the way to random draw.  But Gotham City can't win a random draw yet, so Wieters goes to Wall Street.
