Resolving Contested Draft Picks

Commissioner's Team (Oceania) not eligible for any random drawing win until 8 players are placed on teams.

We resolve in order of the count of teams selecting a player - starting with the ones picked most often.

The primary tiebreaker is the amount of cap room left - but at the start we tend to blow through all the tiebreakers until the last two.  The next to last thing to check is the draft rank (teams that didn't rank go to the bottom).  That leaves Austrian and St. Paul in contention for him - and at this point we go to a random draw....St. Paul gets him.
